Lewis Memorial Scholarship was created to honor such individuals, recognizing selfless service, quiet leadership, and unwavering dedication to education and community.

What is an Unsung Hero?

An unsung hero is someone who makes powerful contributions to the lives of others without expecting praise. They lead with humility, serve with heart, and make a lasting impact through dedication and compassion. At SAU Tech, this spirit is embodied in the legacy of Betty J. Lewis, whose life and work continue to inspire generations.

The Betty J. Lewis Memorial Scholarship is awarded to an individual who demonstrates:

• Selfless Service: A commitment to helping others and actively engaging with the community.

• Leadership Without the Spotlight: A person who inspires and leads by example, not for recognition, but because it's the right thing to do.

Each month, the SAU Tech Scholarship committee carefully reviews nominations and selects one individual who best represents these values.

This month, we are honored to celebrate a man whose lifelong career in public service, passion for helping others, and unwavering commitment to community leadership have positively impacted countless lives across Ouachita County and beyond.

Through nearly three decades of service with the Arkansas Department of Human Services, Charles Terrance Elliott has become a respected leader, mentor, and advocate for families throughout the regions. His journey reflects the values of servant leadership, education, faith, and community involvement that continue to inspire those around him.

A Lifetime Dedicated to Public Service

For more than 28 years, Charles Terrance Elliott has devoted his career to serving the people of Arkansas through the Arkansas Department of Human Services. His passion for helping individuals and families has guided him through a distinguished career marked by leadership, integrity, and a deep commitment to improving the lives of others.

Mr. Elliott began his career on September 29, 1997, as a Caseworker in Ouachita County, where he quickly earned a reputation for compassion and professionalism while serving families in need.

His dedication and leadership led to a series of promotions throughout the Department of Human Services:

• 1997 — Caseworker, Ouachita County

• 1999 — Caseworker Supervisor

• 2007 — Program Eligibility Coordinator, Columbia County

• 2011 — County Administration

• 2013 — Present - Social Services Manager (formerly County Administrator), Ouachita County

Throughout every role, Mr. Elliott has remained committed to ensuring Arkansas families have access to the resources and support they need while leading teams dedicated to public service.

Building a Foundation Through Education

Education has played an important role in Mr. Elliot's professional journey.

He earned an Associate of Arts Degree from Southern Arkansas University Tech, followed by a Bachelor of Science in Social Work from Southern Arkansas University in Magnolia. His desire to continue growing as a leader led him to complete a Master of Science in Management from Indiana Wesleyan University.

Committed to lifelong learning and leadership development, Mr. Elliott is also a graduate of the STAND Foundation Leadership Institute, founded by Arkansas State Representative Tracey Steele. This experience further strengthened his ability to lead with vision, integrity, and purpose.

His educational achievements have equipped him with the knowledge and leadership skills necessary to serve both his profession and his community with excellence.

Throughout his career, Mr. Elliott has served in numerous leadership positions that have influenced public service across Arkansas.

His professional leadership includes:

• Past President of the Arkansas Human Services Employees Association

• Former Vice President of the Arkansas State Employees Association

• Current Past President of the County Administrator Association

These leadership roles demonstrate his commitment not only to serving Arkansas families but also to supporting and advocating for the professionals who dedicate their careers to public service.

His influence extends beyond his own office, helping shape leadership and collaboration across the state's human services network.

Investing in the Camden Community

Mr. Elliott believes leadership extends far beyond the workplace.

As an active member of the Camden Area Chamber of Commerce, he continues to support initiatives that promote economic growth, community development, and civic engagement throughout Ouachita County.

He is also a proud member of Alpha Phi Alpha Fraternity, Inc., where he was initiated through the Kappa Iota Chapter at Southern Arkansas University before counting his membership with the Sigma Phi Lambda Graduate Chapter.

Through these organizations, he has consistently demonstrated a commitment to mentorship, service, and leadership within the community.

A Life Guided by Faith

Faith has always been central to Mr. Elliott's life and service.

As a licensed minister, he faithfully serves as the Minister of Music at New Mt. Hebron Baptist Church, were he combines his passion for ministry with his love for music to inspire and uplift others.

His dedication to worship extends beyond the church walls, using music as a way to bring people together across communities.

Uniting Communities Through Music

One of Mr. Elliott's most meaningful contributions to South Arkansas has been his ability to unite people through music.

He is the founder and Director of the Camden/Smackover Community Choir, an organization that was born from the annual Community Wide Christmas Concert.

Since its formation, the choir has performed at churches, civic gatherings, and community events throughout the region, creating opportunities for fellowship, encouragement, and celebration.

Mr. Elliott is also the founder and host of the Community Wide Christmas Concert, an annual December tradition that brings together churches, musicians, and the community members in a spirit of unity and celebration.

His vision has transformed a single event into a lasting tradition that continues to strengthen relationships throughout South Arkansas.

Family at the Heart of His Mission

While Mr. Elliott has a built an impressive career of public service and community leadership, family remains the foundation of his life.

He resides in Camden, Arkansas, with his wife, Jennifer Elliott, owner and operator of Jennifer's Hair Studio. Together they are proud parents to their son, Grayson Elliott.

Their shared commitment to serving others has made them a respected family throughout the Camden community.
